Behavorial Change

I came across this old NY Times article on nudging. It gives a great example of an innovative but quite simple measure the British Government took to get people to insulate their roofs: they offered a subsidized (but still paying) cleaning and moving service for people's attics. Their presumption was that people pile up all their mess there (as I do too, I must admit), which creates an substantial obstacle to having roof insulation installed. It seemed to work back then, because 5 times more people applied for subsidies. Does anyone have experience with these kind of measures and do you feel they could work in your community?

Have not heard of such measures in Latvia.. but interesting!
