The Covenant of Mayors offers a good framework to draft SECAPs that focus on the reduction of energetic emissions on the territory of one municipality or region. I do however feel that we need to take a holistic view on climate change and also consider emissions that do not occur through energy use, or at least not by energy being used locally. For example, a lot of emissions are caused by animal agriculture (methane) and the food we eat, by purchasing goods that were produced in other countries/continents, by travelling by car, air or ship outside our region/continent, etc. Do organisations in other countries also include goals, measures and actions on these domains in their SECAPs? Or do you feel that this would only distract from the core issues (energy) or make things too complicated, both for municipalities as for citizens/companies?
